Narrow Leaf Ludwigia and roots

Narrow Leaf Ludwigia and roots
I'm wondering why my newly planted Narrow-Leaf Ludwigia is developing roots so far up the stalk. Shouldn't this be happening closer to the substrate...or preferably in it? In any event these long new roots are rather unsightly. Would Jobe spikes be in order or is something else wrong here? Here is a picture:
