T5 fixture problem

I have had two double 21 watt fixtures for about two years. A few weeks ago one of the bulbs stopped working in of the fixtures. When I checked, the bulb was good; there was some other problem that I didn't figure out. Now it happened with one of the bulbs in the other fixture. The symptom is that one of the bulbs doesn't lght up, but there is some very faint orange light in one of the ends when I turn it on. What does this mean?

The starter is bad?

I know on my older fixtures it ususally means that or that the connection is a bit corroded and not making full contact

Does it have a starter? Small round aluminum looking thing?

I didn't see anything looking like a round aluminum thing. I took it apart, and this is what I saw:

I see two round aluminum things in those pictures. Those are the starters...they're about the size of a film canister.

The purplish ones? If so, can I get replacements at something like Home Depot?

Are you sure? I thought that t-5s didn't have starters.

Those might also be the ballasts. What's the manufacturer? Perhaps you could call their service department.
