Light questions for birthday gift

Hi all. Need some suggestions for Scott's B-day gift. He wants better lighting over his 55gal discus tank, but doesn't want to go over about 1.5 watts. It's in his bedroom, so it also needs to be quiet. He will eventually be adding more plants, but for now, the discus are only about 3", so it's still a mostly barebottom tank.
Any suggestions for an affordable lighting system? Thanks!
