Spectrum Blocking=No Algae (or other plants)

I heard that in Germany some fish stores manage to keep algae away in fish only tanks by blocking some of the light spectrum of the bulbs. They apparently do this by putting something around the bulbs. Does anyone know what they use or what spectrum needs to be blocked?
