Dave, I can call Catalina Aquarium and inquire about a replacement. If everyone else can please try firing up their fixture today, so that I don't have to make multiple calls if we got a bad batch. I'll call them tomorrow, if that's okay?
That works, putting a 13w pigatil above the tank for now.

It wouldn't light only one bulb from the start, see post below. I tried one bulb for about 2 mins, leaving it on, to see if it would fire... lit it, but dimly.
Put the other bulb back in, it started to buzz when it went on, and then poof, smoke.
The connections to the bulbs can be a little loose. I had to take a pair of needle nose plyers and crimp the connections a little bit so they would fit snugger. Once I did that the one bulb that wasn't firing up worked fine. I also had to fix the other bulb later on I thing that it is a result of all the heat the bulbs produced might make the connections exspand over time.
