I had a school of about 25 praecox in with a school of 25 pristella tetras without crowding issues in a 90. Only reason I changed it was that I needed a dither fish for my 75 with juvenile Frontosa cichlids. Moved the rainbows over there and now the Frontosa are regularly out and about, whereas they previously just had their faces poked out from the holes they were hiding in as the only fish in the tank.

I have 31 Rummynosed Tetra, Oto's, Cherry Barbs, etc. and all these would make good tank mates with shrimp in a well planted tank, and imo Rummys are the best schooling fish. I think you would be wise to stay with fish that max out at 1.5 to 2 inches to keep a healthy population of shrimp.
My tank has some old stock that does not allow me to keep any shrimp but I would love to have some. I have Kribensis, SAE, Dwarf Chain Loaches that are too large and would love to snack on some shrimp, but after they are gone I will make the addition of shrimp into the tank.
