got this who knows from where and when...grows nicely but joshua claims it to be a noxious and illegall weed.....do you agree? do you know what it is??? help !!

Looks like it might be a Fragrant Water Lily (Nymphaea odorata) which is listed as a non-native Invasive Freshwater Plant - I don't know about illegal but from what I read it can certainly take over if not strictly controlled.

It might also be Hygrophila polysperma which is on the noxious and invasive plant list and is illegal to grow or sell in many states - SC for sure but I don't know about VA and MD

It's Hydrilla, a federal noxious weed.
